Identity verification of over 140 Vietnamese nationals arrested in Cambodia for online fraud

The Ministry of Foreign Affairs has reported that over 140 Vietnamese nationals are being temporarily detained in Phnom Penh, Cambodia, for involvement in online fraud activities, and that relevant agencies are working together to bring them home soon.
Cambodian media recently reported that over 100 Vietnamese individuals were arrested in a crackdown on online scam operations in the country.
This afternoon, Foreign Ministry spokesperson Pham Thu Hang provided information from the Vietnamese Embassy in Cambodia. According to the report, on July 14, more than 140 Vietnamese citizens were temporarily detained by Cambodian authorities in Phnom Penh due to involvement in criminal activities related to online fraud.
Upon receiving the information, the Vietnamese Embassy in Cambodia promptly contacted Cambodian authorities to gather more details and requested that proper living conditions be ensured for the Vietnamese citizens. The embassy is also coordinating to complete the initial identity verification procedures.

The Ministry of Foreign Affairs has directed the Vietnamese Embassy in Cambodia and relevant units to immediately coordinate with domestic and local authorities to carry out the necessary consular procedures and support the prompt repatriation of the citizens.
The Ministry once again advises Vietnamese citizens to stay alert to enticing offers of working abroad with “light work and high pay,” especially those that do not require qualifications, do not involve contracts, or are not arranged through legitimate enterprises or licensed labor export organizations.
Citizens should thoroughly research the nature of the job, the organization, the intended workplace location, the introducer’s background, insurance policies, and their entitled benefits in order to make informed decisions before working abroad.
Citizens and their relatives seeking information and guidance on regulations may continue to contact the citizen protection hotline of the Consular Department or the Vietnamese Embassy in Cambodia.
The need to fully implement legal obligations stipulated in UNCLOS 1982
Also at the press conference, the press asked the spokesperson of the Ministry of Foreign Affairs to comment on the occasion of July 12, which marks the 9th anniversary of the ruling by the Arbitral Tribunal established under Annex VII of the United Nations Convention on the Law of the Sea (UNCLOS) in the South China Sea arbitration case between the Philippines and China.
Spokesperson Pham Thu Hang emphasized:“Vietnam’s position has been expressed in statements by the spokesperson of the Ministry of Foreign Affairs on July 12, 2016, July 12, 2021, and July 15, 2023.
Vietnam’s consistent and clear policy is that maritime disputes must be resolved by peaceful means, with full respect for diplomatic and legal processes, without the use or threat of force, in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).”
The spokesperson stated that the relevant parties must respect the rights of other countries and fully implement their legal obligations as stipulated in UNCLOS 1982, cooperate together, and make active and practical contributions to maintaining peace, stability, security, safety, freedom of navigation and overflight, and order in the South China Sea based on international law.
As a member state of UNCLOS and a coastal nation of the South China Sea, Vietnam emphasizes that UNCLOS 1982 is the only legal basis that comprehensively and thoroughly defines the scope of maritime entitlements.
Maritime claims of UNCLOS 1982 member states must be consistent with the provisions of UNCLOS 1982. States must fully respect the sovereignty, sovereign rights, and jurisdiction of coastal nations as established in accordance with UNCLOS 1982.
