Strengthening Vietnam–Singapore Cooperation

On July 22, at the Government Headquarters, Prime Minister Phạm Minh Chính received Mr. Chan Chun Sing, Deputy Secretary-General of the People’s Action Party (PAP) and Singapore’s Minister for Public Service Coordination and Minister for Defence, on the occasion of his visit and working trip to Vietnam.
During the meeting, Prime Minister Phạm Minh Chính highly appreciated the outcomes of the talks between the two Parties as well as Mr. Chan’s meetings with various Vietnamese agencies. He emphasized that in the context of rapid and complex developments in the world and the region, the two countries need to further consolidate political trust through regular delegation exchanges and contacts at all levels—especially high-level exchanges between the two Parties and two countries—using flexible mechanisms. He also called for the prompt finalization of the 2025–2030 Action Program and the expansion of cooperation in areas where both sides have strengths and potential, such as food security, renewable energy, carbon credit trading, development of VSIP 2.0 industrial parks, logistics infrastructure, and finance.
Regarding Party-to-Party cooperation, Prime Minister Phạm Minh Chính shared five key lessons learned by the Communist Party of Vietnam in leading the cause of national construction and defense in recent years. These include: persistence in pursuing national independence and socialism; the revolutionary cause must be of the people, by the people, and for the people; combining national strength with the strength of the times; building great national unity; and the Party’s sound leadership as the decisive factor in Vietnam’s revolutionary success.

Deputy Secretary-General Chan Chun Sing expressed strong agreement with Prime Minister Phạm Minh Chính’s proposals, including the enhancement of regular dialogue between the two Parties to share leadership experiences, assess emerging issues of mutual concern, and exchange solutions to overcome challenges. He also emphasized the importance of effectively implementing economic and investment cooperation—particularly in the fields of energy, finance, supply chain collaboration, and energy connectivity.
He proposed that both sides maintain youth exchanges, especially among future leaders of the two Parties and countries, to strengthen connection, cohesion, and mutual understanding. He also advocated for expanding cooperation in education and training through student exchanges, academic partnerships, and scholarship programs.
Given the shared positions on many regional and international issues, he affirmed that Singapore would continue close consultations, coordinate stances, and support Vietnam at regional and international multilateral forums, particularly ASEAN, APEC, and the United Nations.
